So, as people noticed, my auto-update code went a little bit rouge... Or something similar. If you're having problems with RPGMaker Trans saying there's a new version, please redownload. It should be fixed now.
why is this new version still named the same as the old version? also it didn't fix my problem i still get that config error sounds like there's should to be a config file but i don't see any
It's called the same thing because it is the same thing. I just corrected the update checker, which was literally a single line of code, and didn't feel like it warranted a new version number.
I'm sure you've worked it out (as you say you've fixed it), but deleting the old config file will fix a config error. Or alternately unzipping to a different directory.
Thanks for your efforts. BTW, I tried to translate rpg2k games to third language, not English nor Japanese. Then I realized that every single words I translated are shown as "untranslated". Well I tried applocale, which couldn't help me. Can you suggest any possible solutions? Is it require complex modifications for rpg trans?
The problem is with non-ascii languages is RPGMaker 2k; the RPG_RT.exe will only support cp932 (i.e. ASCII + Japanese). Changing it is not trivial, as it requires every Japanese file to be renamed throughout the game, and I haven't managed to get this to work (I did try a while ago).
Anyhow, for the moment, non-ascii languages are not supported. I hope to support them eventually, but not now.

Whoops. Didn't see this in my inbox.
